Q: China has once again hosted the Shanghai Cooperation Organization summit six years in a row. At the same time, this is the first summit held after the expansion of the Shanghai Cooperation Organization. The international community is highly concerned. How do you view the characteristics and significance of this summit?
A: Compared with the previous Shanghe Conference, the Qingdao Summit was the largest in scale, the highest in class, and the most accomplished. It created a series of SCO records. This is the first summit held after the communist summit. The SCO now has 8 member states, 4 observer countries, and 6 dialogue partner countries. The total economic and population share accounts for 20% and 40% of the world's total, making it the world’s most extensive and most populous country. Regional organizations. Leaders of heads of state or government and 10 international organizations or agencies from 12 countries gathered in Qingdao to register more than 2,000 foreign guests and interviewed more than 3,000 Chinese and foreign reporters at the summit.
Under the chairmanship of President Xi Jinping, the leaders of the “Shanghe Family” jointly reviewed the extraordinary journey that the SCO has undergone over the past 17 years, comprehensively planned the path and direction of the organization’s future, and reached a series of important consensuses. The leaders of the member states signed and witnessed 23 cooperation documents, which was also the most successful outcome of the previous summits. It can be said that under the joint efforts of the Chinese side and member states, the results of the Qingdao Summit exceeded expectations and is a new milestone in the development process of the SCO. It is of great significance for the development of the SCO to carry forward the past and open the future. The most important of these are the following three aspects:
First, it highlights the "Shanghai spirit." The "Shanghai spirit" is 20 words: mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and seeking common development. At the summit, Chairman Xi Jinping emphasized that the fundamental reason why the SCO can maintain its vitality lies in the fact that it has always practiced the "Shanghai spirit." The Qingdao Declaration also reiterated that it is precisely in accordance with the “Shanghai spirit” that the SCO has withstood the test of the changing international situation and become an extremely important stabilizing force in today’s uncertain international situation. The “Shanghai Spirit” is highly consistent with the traditional Chinese “harmony” concept and goes beyond the old concepts of clash of civilizations, Cold War thinking, and zero-sum game, and has become the core value of the SCO, and will continue to provide strength for the development and growth of the SCO. Strong protection. At the same time, the "Shanghai Spirit" actually reveals the basic principles that should be followed in the course of state-to-state contacts. It is in full compliance with the purposes and principles of the UN Charter and will certainly have a positive and far-reaching impact on all countries in building a new type of international relationship.
The second is the formation of a fate community consciousness. The construction of a community of human destiny is a major initiative proposed by Chairman Xi Jinping, who is standing at the forefront of the times, grasping the direction of human progress and paying attention to the common interests of all countries. The SCO member states live in close proximity to each other. Their development tasks are similar, their fate is closely linked, and they should play a leading role in building a community of fate. This time, the parties in the Qingdao declaration established the common concept of the human destiny community and issued the strong voice of the same breath and common destiny. This will help deepen the mutually beneficial cooperation among the SCO member states for the SCO. The inexhaustible impetus for development will also promote the common development and prosperity of the region and the world at large.
The third is to put forward the idea of global governance. President Xi Jinping pointed out that we must adhere to the principle of seeking common development and sharing of global governance, constantly reform and improve the global governance system, and push all countries to join hands in building a human destiny community. The Qingdao Declaration also emphasized that the SCO will promote equality and balance in the international order based on equality, common development, comprehensive cooperation, and sustainable security. This is a political consensus reached by member states based on common needs and contributes to the improvement of global governance. Global governance is the common cause of all countries. The SCO has the responsibility and ability to play a constructive role for this purpose. I believe that as the SCO continues to grow, the SCO will become an important and active force in the global governance process.

Q: The Qingdao Summit passed a series of cooperation documents covering political, security, economic, and humanities. How do you evaluate the achievements of this summit?
A: The initial focus of the SCO is to seek stability and promote common development. This is also the theme of the SCO. At the Qingdao summit, all parties agreed to strengthen all aspects of cooperation for the establishment of a fate community. To sum up, there are five important achievements:
First, there is a new plan for organizational development. The size of the “Shanghe Family” has grown and there are more and more members, but solidarity and mutual trust are the fine traditions of Shanghe. The Qingdao Declaration reiterated that all parties will further develop good-neighborly and friendly relations and build a common border into a permanent peace-friendly border. The Qingdao Summit passed the "Outline of the Treaty on Long-term Good Neighborly Friendship and Cooperation among the SCO Member States" for the next five years and put forward a series of major cooperative measures to plan a roadmap for the development of the Shanghai Cooperation Organization over the next five years.
The second is the launch of new initiatives in security cooperation. The Qingdao Summit approved important documents such as the cooperation framework for cracking down on the "three forces" for the next three years. These documents focus on the major threats that affect regional security, meet the common needs of all parties, and are accurate and feasible. They are practical and have important practical significance. The Qingdao Summit also adhered to a forward-looking vision, focused on preventing the spread of extreme ideas, and formulated countermeasures for this purpose. Through the common message from the heads of state of the member countries to the youth, the summit called on the youth to establish correct values, consciously resist extreme ideas, and exert positive energy for regional peace and stability.
Third, economic cooperation has injected new impetus. The Qingdao Summit has adopted a number of pragmatic cooperation documents covering many areas such as trade facilitation, food security, customs cooperation, etc. It can be said to be heavy in weight and cover a wide range of areas, which will help deepen cooperation between countries. In particular, it issued a joint statement on trade facilitation, called for the maintenance of a multilateral trading system with the WTO rules at its core, building an open world economy, and sending out a consistent voice of adhering to multilateralism and opposing protectionism. More and more countries are aware that it is impracticable to close the door to building, and coordinated development is the trend. We are pleased to see that the "One Belt and One Road" initiative has received more and more widespread support, and new progress has been made in the docking of development strategies and regional cooperation initiatives among countries.
Fourth, humanities cooperation has achieved new results. The SCO attaches great importance to environmental protection issues. The leaders of member states jointly approved the concept of environmental cooperation and established a strategic goal of maintaining ecological balance, achieving green and sustainable development. In addition, the parties also agreed to continue to carry out fruitful cooperation in the fields of culture, education, science and technology, health, tourism, youth, women, media, and sports.
Fifth, open up new situations in foreign exchanges. The SCO has always adhered to the principles of openness, equality, and tolerance and transparency in its foreign exchanges. Our "friendship circle" has continued to expand. The Summit not only sent representatives from the United Nations and other long-term partners to the meeting, but also ushered in the high-level representatives of the Eurasian Economic Union, the International Monetary Fund and the World Bank for the first time. The SCO Secretariat also signed a cooperation document with UNESCO. All these reflect that the international community highly agrees with the SCO's cooperative philosophy and pays more and more attention to the increasing influence of the SCO.

Q: Chairman Xi Jinping made an important speech at the Qingdao Summit. We have noticed that there are many new references in President Xi’s speech. What kind of important influence will these developments and discourses of Chairman Xi have on the future development of the SCO?
A: At the Qingdao summit, President Xi Jinping delivered several important speeches, summed up the development history and useful experience of the SCO Group over the past 17 years, and made a systematic plan for the future development of the SCO. The overall direction.
President Xi emphasized that the "Shanghai Spirit" is the soul and common wealth of the Shanghai Cooperation Organization and must be upheld and promoted. We must continue to work together under the guidance of the "Shanghai Spirit," and sincerely cooperate to promote the SCO as a model of regional cooperation.
President Xi proposes a concept of development, security, cooperation, civilization, and global governance. These five concepts summarized the basic concepts of building a new type of international relations, added new connotations of the times for the "Shanghai Spirit," and endowed the SCO with a new historical mission.
President Xi called on all parties to make concerted efforts to build the SCO fate community, promote the building of new-type international relations, and work hand in hand toward a world of lasting peace, universal security, common prosperity, openness and tolerance, and a clean and beautiful world. After consensus, all parties agreed that the “common idea of establishing a human destiny community” was written into the Qingdao Declaration and became the most important political consensus and effort of the SCO 8 countries.
President Xi also suggested that the SCO should promote the construction of the “Belt and Road Initiative” in line with the principle of common development, sharing and sharing, promote the development of strategic alliances among countries, build a new engine for common development and prosperity, and open up broader space for the SCO to carry out mutually beneficial cooperation. And prospects.
The above-mentioned important propositions put forward by Chairman Xi Jinping are fully compatible with the development needs of the SCO, are fully compatible with the common interests of all countries in the world, and are fully compatible with the world trend of development and progress. They will not only effectively promote the SCO's own development, but will also be conducive to the promotion. Peace and prosperity in the region and the world.

Q: After the Qingdao summit, the SCO will embark on a new journey. Faced with new situations and new tasks, what issues should the SCO focus on? What measures will China take to promote the development of the SCO?
A: As President Xi Jinping said in his speech at the Qingdao Summit, the current world development is full of hope and challenges. Our future is bright, but the road ahead will not be smooth. This is the overall situation and environment that the SCO will face in the future. We believe that for the SCO to maintain healthy and stable development, the consensus reached by the leaders of various countries in this Qingdao summit should be fully implemented.
First, we must adhere to the development orientation of the organization. At the beginning of the establishment of SHCC, the principle of “not targeting other countries and international organizations” was established, forming a cooperation model of partnership without dialogue, dialogue, and confrontation. All member states should continue to uphold the “spirit of Shanghai,” hold high the banner of peace and development cooperation, and not engage in closed-minded, small-scale circles, and do not play geopolitical game calculations, and actively promote the building of a new type of international relationship of mutual respect, fairness and justice, and win-win cooperation. Together to build a community of human destiny.
Second, we must focus on deepening pragmatic cooperation. Member states should seize the development period and opportunity period in the next 5 to 10 years, further consolidate the SCO's cooperation foundation, innovate cooperation methods, enrich the connotation of cooperation, and ensure cooperation in the three pillars of security, economy, and humanities go hand in hand to make joint efforts. The organization has released more and more powerful cooperation potential in maintaining peace and stability in the region, seeking common development and prosperity, and promoting exchanges and mutual recognition of civilizations. This has brought more real security and development dividends to the people of all countries in the region.
Third, we must promote the improvement of global governance. The Qingdao Declaration puts forward that all member states support the improvement of the global governance system and support the United Nations in playing a central role in this regard. With eight members in the official membership of the Shanghai Cooperation Force, plus four observer countries and six dialogue partner countries, 18 countries can form a joint force. If they actively carry out exchanges and cooperation with the United Nations and other international and regional organizations, they can The global governance system is enriched and improved, and contributes to the development of the international order in a more just and reasonable direction.
China, as a founding member of the SCO, always regards the SCO as one of its priorities for diplomacy. During the Qingdao Summit, President Xi Jinping announced a series of important measures for China’s cooperation with the SCO, including training 2,000 law enforcement personnel for all parties in the next three years and providing 3,000 individual training resources for development and training within the framework of the SCO CUP. Set up a special loan of 30 billion yuan in equivalent value, set up a "China-Shanghai Cooperation Organization Legal Service Commission," and build a China-Shanghai Regional Economic and Trade Cooperation Demonstration Zone in Qingdao. These measures combine the advantages of the Chinese side, closely follow the needs of all parties, are conducive to the development of the organization, and are generally welcomed.
"If you want to know the harvest, but ask the hard work." The SCO is a new type of organization that is based on advanced concepts. Today, the SCO re-starts from China and sails again from Qingdao. The Chinese side will, as always, work with all member states to fully implement the outcomes of the summit so that the SCO will unite more closely, cooperate more effectively, and act more powerfully and with a brighter future.
